ASEAN Pool of Experts on Civil Service (ARC:A-EXPECS)

The representatives of ASEAN Member States (AMS) enthusiastically welcomed the A-EXPECS concept developed by Indonesia. The ASEAN Delegates were aware of the importance of ASEAN Civil Service Cooperation. The view were conveyed by the Delegates in an occassion of ASEAN Resource Center on Formulating Concept: ASEAN Pool of Experts on Civil Service which was held in Yogyakarta-Indonesia from 18-21 September 2018. The Workshop was also attended by representatives of Indonesia Government from institutions, agencies, and local institutions, i.e. National Civil Service Agency, Ministry of Sports and Young, Ministry of Health, Ministry of Public Works, Coordinating Ministry of Man and Culture Development, Ministry of Foreign Affairs, Ministry of Finance, and many local Governments related on Civil Service Matters. “We are sure that it will strengthen the ACCSM,” said the participant of Workshop on Formulating Concept of ASEAN Resource Center (ARC): ASEAN Pool of Experts on Civil Service (A-EXPECS), (18-21/09/2018) in Yogyakarta.

A-EXPECS is the development of the ASEAN Resource Center of Indonesia which has been initiated since years ago by NCSA. It is focused on the development of human resources capacity in civil service. A-EXPECS mechanism is expected to provide data and information regarding on experts on any sector in ASEAN to enforce the Work Plan. A-EXPECS can also be an exchange media of information regarding on various public services programme.

NCSA expects to launch the A-EXPECS Programme in 2019 after considering any constructive inputs from Workshop Delegates. Delegates of the Workshop discussed on the expert definition and kriteria, area of expert, system and verification mechanism, also the maintenance and development of the system during the workshop which later became the recommendation of the workshop.

NCSA has reported the result of the workshop to Senior Officials Meeting (SOM) and Heads of ACCSM Sectoral Bodies, October 23rd-25th 2018 in Singapore.

The Workshop was officially opened by the Chairman of NCSA, Bima Haria Wibisana. It was started by the opening remark and dinner hosted by the Vice Governor of Yogyakarta Special Region, Paku Alam X. The Workshop finally ended successfully and Mr. Haryomo Dwi Putranto as Deputy Chairman of Civil Service Management Reinforcement then delivered his closing remarks as the end of the whole program.
